@justinfagnani @jeffbcross That's mostly how third party *tries* to work in google3. But its a tragedy of the commons when one team "owns" the library, but a bunch of teams "use" it. Ownership doesn't scale like that. It also further incentivizes a tech island, since it's easier to build than reuse.
